Hiroki Habuka is a Deputy Director of the Digital Economy Division, Ministry of Economy, Trade and Industry, Japan. He is an attorney at law admitted in Japan and New York State. Habuka is in charge of establishing a new regulatory framework for digitalized society, including AI governance, privacy protection, data security, and digital platform policies. He received a master’s degree from Stanford Law School (LL.M., Fulbright Fellow), and a Juris Doctor’s degree from University of Tokyo Law School. He has worked for the World Trade Organization, Mori Hamada & Matsumoto, the Financial Services Agency, and McDermott Will & Emery (Paris), and now teaching in the University of Tokyo Graduate School of Public Policy as a visiting lecturer.
