IT systems and electronic tools play a crucial role in ensuring smooth and efficient functioning of government’s business processes related to decision-making and policy development. The Covid-19 pandemic has further highlighted the importance of such tools in a time of crisis, when quick and effective decisions have to be made, while also upholding the basic standards of evidence-based, inclusive and transparent policy development. Governments have to continue to function effectively, when working from the office or physical interactions are limited or not possible.

SIGMA has analysed the experiences using IT systems of selected countries to support government decision-making. The analysis focused on five functions or steps of the policy-development process: (i) decision-making processes within ministries; (ii) interministerial consultation, (iii) public consultation on policy proposals, (iv) management of the Government session and (v) publication of legal acts. The purpose of the webinar is to provide a short overview of the experiences and to initiate discussions on the challenges and risks related to operationalisation and implementation of such systems in the Western Balkans. The webinar will also discuss the pre-conditions for successful implementation of new IT systems and functionalities that can help Governments to be more effective and efficient.
